A call to end the escalating violence in Darvish Rule Area.

“The concept of conflict can be defined as social unity having incompatible values and goals, and mutual behavior resulting from this incompatibility.” The seriousness of conflict can be asserted by the distance between the values and goals of the contenders, quality and quantity of the means mobilized and by consequences of their application. When unity, law and order and functioning system disappear, an anarchy which is a political disorder, human suffering and social destruction set in.

Darvish Rule Area (DRA) was like a triangle Bermuda (Isle of Devils) to British protectorate and has a history of freedom movement that can not be denied. But a conflict in the process of political change has wiped out that dignity.

The northern regions had established a considerable peace and stability that appreciated by many of its citizens and opened a window of opportunity for foreign investments. The prolonged anarchy of the southern part drove the northerner to declare independence from the rest.

The emerge of Puntland, an inter-governmental state in north east regions, challenged the international recognition of Somaliland by claiming part of former British colony as its territory because the inhabitants are belong to the people of Puntland. The two regions begun accusing each other as being a clan based administration or personal rule area.  SSC become a new Khashmiir where people can not manage their own interests without a support or help.

“The impact of Cold War in the third world was the concern with decolonization or been dominated militarily by the superpowers. This type of war in a support of state making efforts competed violently for the levers of power within a state, or with or without outside interference.”

These two self-declared states act as rivalling superpowers. Their administrations are primarily extending their area control by reshuffling the political map of Darvish Rule Area and transferring the authority with their sphere of influence. They use their initiative of empire building by escalating violence among the people of Darvish Rule Area.

The region can only be administrated internally through rule approved by its citizens which is also responsible their external distance. That is impossible through a process involve a complicated series of moves and counter moves, with the process sometimes stopping for a time and more or less successfully, and sometimes spreading up. It will bring about a struggle of long drawn out guerrilla wars and counter-insurgence operations that must be confronted.

A reciprocal move is necessary and may result a peaceful movement which is an important part of social life and political fabric of local community.  There would be suspicions regarding such a move, because of the fear that setting up a new approach to the problem might destroy individuals or group’s own agenda or interest that had divided and caused a civilian suffering.  

All those concern, especially the opposite sides or groups, must be brought together at a negotiation table and assert a peaceful political change within the region and finally held a referendum to decide a partner in the grounds of ideological and economic means.
