HORN RELIEF’S MISSION STATEMENT
Horn Relief is an African-lead international development and
humanitarian organisation. We aim to improve the conditions
of those who are living in marginalized areas in the Horn of
Africa. We strengthen rural livelihoods through
environmental awareness, training, technology transfer and
innovative humanitarian projects in pursuit of a peaceful,
self-reliant, and greener future.
PROJECT SUMMARY
Horn Relief’s Jetty Redevelopment Project (JRP) is a
36-month project that commenced in January 2007 and is
partially funded by Oxfam Novib. It aims to restore export
options and seize economic opportunities as well as
enhancing local capacity to manage resources and promote
peaceful and equitable governance in the region.
The JRP is constructing a 125 metre Jetty (port) on the
shores of Laas Qoray, to be owned and managed by the
community through the creation of a not-for-profit jetty
management structure (Jetty Authority, Jetty Foundation).
The JRP also engages in wide-ranging community mobilisation,
capacity building and training of existing essential
area-based businesses, such as livestock production and the
fishing industry. To promote community ownership of the
project and support women and men’s active participation as
well as to strengthen local governance, extensive community
mobilization/ consensus building is essential. It is also
important to secure a peaceful implementation process and
equitable sharing of resources. The position of Consensus
Building Officer will therefore be of a central role for the
life of the project.
PURPOSE OF POSITION
To create and maintain an atmosphere of public trust and
confidence between the community of Laas Qoray and the
Puntland and Somaliland authorities, the TFG, and other
stakeholders (e.g. private sector, community organizations,
elders, women’s groups etc.).
SCOPE
The Consensus Building Officer will serve an ongoing
role to facilitate discussion, participation and sharing of
information between the community and other stakeholders of
the project.
OBJECTIVES
To
share information and seek mutual understanding on issues of
public concern from the community; especially those relating
to the construction and management of the Laas Qoray Jetty
and the funds generated.
To
provide an ongoing forum for public input, community
participation and a sustained information exchange.
To
serve as a vehicle to proactively provide accurate
information to the community and stakeholders in order to
foster a greater understanding of the activities,
opportunities, and challenges of this project.
ROLES AND RESPONSIBILITIES:
The Consensus
Building Officer
will:
Supplement Horn Relief’s ongoing communications and
interaction with the community, stakeholders, media and
authorities.
Provide guidance on appropriate and effective ways of
communicating with the community. This information will be
provided to Horn Relief, stakeholder organizations and to
the public through an open and transparent process.
Plan,
implement and supervise the field team in consultations and
meetings with community members using participatory methods,
including ensuring that women and minorities are
participating in the process.
Ensure that rights and gender awareness is built in to the
consensus building activities.
Regular
reporting and documentation of the consensus
building/community mobilization process
Effectively
implementing the M&E framework and systems developed by
consultant through regular monitoring and reporting to the
PM
Assist
the communities with fundraising and overseeing that proper
documentation of the fundraising process
Liaise
with Diaspora and other stakeholders to provide updates on
community mobilization and consensus building process
Developing
and implementing a comprehensive action plan and ensuring
the achievements of targets on the action plan
Keep
Horn Relief updated of the status of relationship building
and communication with local authorities, elders, community
members and other stakeholders.
Assist
with mitigating any potentially contentious relationships or
disputes surrounding the implementation of the the Laas
Qoray Jetty Project.
Support/backstop the Project Manager when necessary and to
coordinate project activates in his absence.
Any other duties duties as assigned by the Project Manager
and Program Coordinator.
REQUIREMENTS:
A
minimum of 2 years professional experience in the
field of community development is required.
Professional
qualification, preferable in the field of social
science/community development.
A strong interest in a career in participatory community
development is important.
Previous
experience in community mobilisation, consensus building or
conflict mitigation, including facilitating community
meetings.
Familiarity
with participatory methods is preferred
Fluent
in Somali and very good English language skills are
required.
Good
writing skills and ability to report on results of
activities.
Computer
literate and familiar with Microsoft Office.
Ability
to take initiative, work independently and as part of team.
Maturity
and willingness to travel regularly within
Somalia/Somaliland;
Professional
and friendly communication style.
